Internal Monitoring and Evaluation System

 

General

Padakhep is very much aware to ensure the quality services to its beneficiaries. For ensuring the quality services, Padakhep has developed strong internal monitoring and evaluation system.

Objectives

Padakhep conducts the monitoring and evaluation of its programs/projects for achieving the following objectives:

  • To ensure the quality services
  • To ensure all objective-oriented activities
  • To ensure the accurate utilization of proposed inputs
  • To ensure the proper distribution of proposed supports
  • To identify the problems in implementing the project activities
  • To solve the identified problems

Monitoring and Evaluation Issues

During the implementation period of projects, Padakhep considers the following monitoring and evaluation issues:

  • Whether the finance and inputs are/are not being distributed in time
  • Whether the activities are/are not being done as per proposed budget line items and objectives.
  • Whether proposed services of all personnel involved with the respective projects are/are not being used properly
  • Whether the cooperation and faith among the team members do/do not exist.

Monitoring and Evaluation Strategy

The following monitoring strategies are followed:

  • Central monitoring
  • Divisional monitoring

Central Monitoring

A central monitoring unit exists in Padakhep under the direct supervision of the Executive Director. This unit is responsible for monitoring all activities of all programs/projects. The unit is accountable to the Executive Director. The outputs of monitoring are shared with the respective division. This unit identifies the divisional strength, weakness and suggest probable remedies. The unit submits its report to the Executive Director for action.

Divisional Monitoring

Each division has a separate monitoring and evaluation unit. This unit assists the divisional heads in informing the real situation of the field.

Monitoring cell of the President

Besides central and divisional monitoring, the activities of Padakhep are monitored by the president’s monitoring cell independently. This cell conducts monitoring activities under the direct guidance of the president. After conducting monitoring, the cell submits its report to the president for action.

Evaluation
Padakhep conducts two types of internal evaluations. These are as follows :
• Midterm evaluation
• Impact evaluation

Midterm Evaluation

The midterm evaluation is conducted during the midterm of the project. This evaluation is conducted to identify issues, constraints related to the implementation of the project. The project implementation authority can get clear ideas about the types of changes, which are required for successful completion of the project. The evaluation is usually carried out by an independent team consisting of appropriate experts.

Impact Evaluation

This evaluation is conducted after the completion of the project to asses the impacts of the project on the project beneficiaries as well as their community. The evaluation is conducted by an independent team of appropriate experts

Monitoring and Evaluation Tools

Each division uses separate monitoring tools (baseline survey, group discussion, PRA, RRA, etc.) for conducting the monitoring and evaluation of different project activities.
